As I remember, way back in 1996-97, Shri R.Santhanam ji ,(Late) a man of repute in astrological field, explained in a lucid manner on the captioned subject.

Planets of either group (inner or outer) are independent of earth control, therefore they exert their influence independently. Whereas , the MOON is fully under control of Earths’ gravitational force. Thus Moon revolves round the earth. Therefore the Moon, instead of exerting its influence independently, only plays a special role of affecting the influence of other planets and/or the combination of planets, which comes to the earth. The Moon plays a role of heightening or lessening the impact of other planet’s influence on the earth, which is dependent on the Moon’s placement in the horoscope, in relation to other planet and / or combination of planets.
